Lingle signs emergency proclamation to help flood victims

Gov. Linda Lingle tonight signed an emergency proclamation to help residents and businesses affected by recent floods.The proclamation authorizes the use of the National Guard for disaster relief, public safety and debris removal, said a statement by State Civil Defense. It also activates loan programs and the state Major Disaster Fund.
The edict covers damage from rains beginning Feb. 20.
