LIHU'E, Kaua'i — Kuhio Highway was opened to one-way contraflow traffic at 4:20 p.m. today — the first time vehicles have been able to move between the North Shore and the rest of Kaua'i since a flash flood smashed across the roadway at 5:30 a.m. yesterday.

Repairs to the road have been hampered by threats of failure of the Morita Reservoir dam, immediately upstream from the highway. The water level in that reservoir has now been lowered by at least half, reducing the threat the dam wall will burst.

The North Shore of Kaua'i, home to more than 6,500 people, has been isolated except by emergency helicopter and fixed wing flights from the Princeville Airport.
