The Red Cross has opened two shelters on the windward side of O'ahu for those affected by the heavy rains drenching the island today.

Shelters have been set up at the Kailua District Park and the Brigham Young-Hawai'i La'ie campus, according to O'ahu Civil Defense officials.

O'ahu Civil Defense, meanwhile, opened its Emergency Operating Center in the Honolulu Municipal Building this morning in response to rain, flooding and road closures mostly affecting the windward side.

However, the agency has received reports of flooding at Waipahu Depot Road, in Ewa Beach, at Ke Nui and Ke Waena roads in Sunset and at Turtle Bay.

Flooding at Waimea Bay is affecting traffic, said John Cummings, plans and operations officer for O'ahu Civil Defense.

"The police are opening and closing the road there based on how the water is," Cummings said. "It's changing pretty quick right now.
