Torres, Oto hired to city positions

Richard Torres, who has worked for the Army Corps of Engineers on Johnston Atoll and in South Korea and Hawai'i, has been named deputy director of the city Department of Transportation Services.

"We are fortunate that Richard is willing to join the city," said Mayor Mufi Hannemann in a news release. "His years of experience will help ... the department move forward with transit and other vital projects."

Torres replaces Alfred Tanaka, who retired after 38 years with the city.

Torres joined the Army Corps of Engineers in 1980. Before he was appointed deputy director, Torres was the Corps' Pacific Ocean division program manager. He has a bachelor's degree and graduate certificate in public administration from the University of Hawai'i.

Hannemann also appointed Mark Oto last week as senior adviser for the city Community Services Department, where he will fulfill the duties of a deputy director.

Oto replace Danny Agsalog, who has been appointed to be executive director of the O'ahu Workforce Investment Board.
