BOE member calls for probe of Kailua High

Board of Education member Darwin Ching is calling for a criminal investigation at Kailua High School after a state audit revealed violations of the procurement code.

The audit, released in late September revealed allegations of fraud, abuse and misappropriation.

Ching forwarded his request to the Honolulu prosecutor's office, as well as the police department.

"I believe I have a fiduciary duty to make this request, even if it is a politically incorrect and unpopular course of action," he said in a press release. "The actions of a few have been allowed to go unchecked due to a lack of consequences by a nonresponsive bureaucracy and system that even the Department of Education's superintendent cannot rein in."

Ching said he does not believe the problems are isolated to Kailua High School. "Previous internal audits reported to the BOE show that auditors were unable to provide a full report because certain schools failed to turn over the requested documentation. A criminal investigation is clearly needed to prevent future abuses."

Ching, who unsuccessfully ran for the BOE in 2004, was appointed to the board by Gov. Linda Lingle in 2005 and is in danger of losing his seat in the Nov. 7 election.
