City engineer Guy Inouye, who put himself at personal risk to make a key inspection during the Waikiki sewer-main break in March, yesterday was named city employee of the year.

Police Maj. Alan Fujimoto was named manager of the year at the annual awards ceremony at the Blaisdell Concert Hall.

Inouye, an engineer for the city Department of Design and Construction, volunteered to go into a deep pit under the 17-ton cracked sewer pipe to assess the damage. If the pipe shifted or the pumps failed, he could have been crushed or drowned, the city said.

He determined the pipe could be fixed using conventional methods, enabling the city to repair the pipe in 3 1/2 days.

Fujimoto, HPD's accreditation manager, led the department to attaining three certificates from the Commission on Accreditation for Law Enforcement Agencies.
