Lingle selects director for Office of Youth Services

Gov. Linda Lingle today named Martha T. Torney as the executive director of the Office of Youth Services.

Torney has served as acting executive director of OYS since December 2006.

"In just a few short months, Martha has done an excellent job of providing leadership and direction to the agency that provides critical services to help at-risk youth," Lingle said in a news release.

"Martha's extensive background in criminal justice, juvenile delinquency, and youth services, combined with her management and leadership skills as well as her genuine compassion and caring for youth, will enable OYS to effectively serve youth in need."

Torney joined the Office of Youth services as youth development officer in January 2006. She assisted in the development of public policy relating to youth services, and planned, developed and coordinated service programs to meet the needs of youth and the community.

Torney served as a youth services officer from 1987 to 1991 and was responsible for policy, program and staff training development for the Hawai'i Youth Correctional Facility (HYCF) when the facility was housed under the Department of Public Safety. She also served as a contracted psychotherapist providing group co-facilitation and individual services to juveniles at HYCF as well as adults at the Hawai'i State Prison.

A criminologist, Torney has more than 35 years of experience in juvenile and adult justice systems, primarily in the area of corrections. She holds master's degree and a bachelor's degree in sociology from the University of Hawai'i.

OYS is a state agency responsible for providing and coordinating services and programs for at-risk youth to prevent delinquency and reduce the incidence of recidivism. OYS manages and operates the HYCF. The agency is administratively attached to the Department of Human Services.
