The city Department of Planning and Permitting and Kapolei Property Development will use a modified, third-party review process that would expedite the permits the developer will need to put up the improvements, which include the extension of Kapolei Parkway, widening of Kalaeloa Boulevard and modifications at the congested Farrington Highway-Makakllo Drive intersection.
Kapolei Property Development is required to put up the improvements anyway, but will now have them done by 2012 rather than 2015, Mayor Mufi Hannemann and development officials said.
Also announced was the speeding up of the conveyance of 5.3 acres of land across from Kapolei Hale that is intended to be the future site of the Kapolei bus and transit facility. The site is bordered by Kapolei Parkway, Kama'aha and Ulu'ohia streets.
The company is a subsidiary of the James Campbell Co. LLC, the successor company to the Estate of James Campbell, the major landowner, master planner and developer of the Kapolei region.
