Hawaii health agency fines 2 companies for violations

The state Department of Health's Clean Air Branch has filed a notice and finding of violation and order against Gay and Robinson, Inc. for burning a sugarcane field in Kalaheo, Kaua'i, prior to 5 a.m. on March 28 and 29.

On March 29, the DOH received a complaint about smoke lingering over Kalaheo. Following an investigation, the DOH said it discovered discovered that G&R violated its agricultural burning permit and issued a penalty of $2,400, later reduced to $1,700.

The DOH also filed a notice and finding of violation and order against Jas W. Glover, Ltd. (JWG) for not conducting its 2006 annual visible emissions test on its diesel engine generators used in the 312 and 660 TPH crushing and screening plants. The DOH discovered that JWG did not comply with its air permit during an April inspection.

A penalty of $5,100 was initially issued and JWG has been ordered to take corrective action. After receiving further information from JWG, the DOH reduced the penalty to $3,700 and is issuing a Consent Order.
