State officials slap Kauai recycling center for violations

The Hawai'i State Department of Health's Solid & Hazardous Waste Branch has filed a "Complaint and Order" against Garden Island Disposal, Inc. for violations of state deposit beverage container requirements.

From August 2005 through March 2006, Garden Island Disposal, a certified redemption center at 2666 Niumalu Road in Lihu'e, used an unapproved deposit beverage container (DBC) weight conversion rate (number of containers per pound) for plastic deposit beverage containers, according to a news release issued by the Health Department.

Garden Island Disposal also used an unapproved segregated rate of 20 plastic deposit beverage containers per pound while the state's approved and published plastic deposit beverage container segregated rate was 16.6 plastic DBC per pound.

In addition, Garden Island Disposal used the unapproved plastic deposit beverage container conversion rate to calculate and claim deposit reimbursements and handling fees, which were submitted to the state on monthly report forms. This use of the unapproved rate was a violation, according to the release.
