  • U.S. Comptroller General David M. Walker, head of the Government Accountability Office, will deliver the keynote address at the Pacific Emerging Issues Conference, which runs from Wednesday through Friday at the Sheraton Waikiki Hotel. The conference is sponsored jointly by the local chapters of the Association of Government Accountants and the American Society of Military Comptrollers, and the Western Intergovernmental Audit Forum. The conference, "Management for the 21st Century" will bring together more than 350 professionals from federal, state and local governments, as well as private sector leaders.   • New estate tax-law changes that take effect in 2011 — and which will phase out current regulations — will be outlined in a speech Wednesday by national estate tax expert Charles D. "Skip" Fox IV, a partner at McGuire Woods LLP, in Charlottesville, Va., and a teacher at the American Bankers Association, Graduate Trust School at Northwestern University.
