  • Former city corporation counsel DAVID ARAKAWA has been named executive director of The Land Use Research Foundation of Hawaii. Arakawa has 26 years of development, land use and broad-based business and legal experience. Most recently, he was senior vice president, general counsel and corporate secretary for Hawaiian Airlines. Prior to that, Arakawa served as Honolulu corporation counsel, the chief legal adviser and representative for the mayor, city council, agencies and employees. The foundation was established in 1979 to promote and advance the interests of Hawai'i landowners and developers, particularly in the areas of land-use laws and regulations. Arakawa replaces Dean Y. Uchida.

  • Hawaiian Airlines has named former Hawaii Business magazine publisher Hoyt Zia as its new general counsel and corporate secretary. Zia, who also will serve as senior vice president for Hawaiian, is a former attorney for the U.S. Department of Commerce.

  • PBH Management LLC has named William T. Comstock, former general manager of the Outrigger Canoe Club, as new general manager of the Pacific Beach Hotel. Most of his nearly 30 years in management and hotel operations experience was with Doubletree Hotels in Hawai'i and on the Mainland. PBH Management, an affiliate of Outrigger Enterprises Group, assumed management of the 837-room Pacific Beach Hotel Jan. 1.

  • Thirty-four-year Maui waterfront eatery, Mama's Fish House, has named Tami Joslin general manager and Peter Rehfuss restaurant manager. Joslin, an 11-year veteran of the company, was, most recently business manager. Rehfuss most recently was the Maui Ocean Center food and beverage director, and before that, a restaurant industry consultant.

  • Honolulu public relations veteran SUKIL SUH has joined Honolulu-based public relations firm The Limtiaco Co. as an account executive. He will work in media relations in addition to client materials, including news releases, brochures, speeches, annual reports, newsletters and press kits. His career has included handling public relations for the state Department of Human Services, The Hono-lulu Zoological Society, Big Brothers /Big Sisters of Honolulu Inc. and the Blood Bank of Hawai'i. He was most recently an account executive for Starr Seigle Communications.

  • Keoki Wallace, public relations manager for the Turtle Bay Resort, has been elected to the board of directors of the Ko'olauloa Educational Alliance Non-Profit Corporation. The organization was formed over 15 years ago to serve as a bridge between the major employers along O'ahu's North Shore — including the Turtle Bay Resort, Kahuku Hospital, Brigham Young University-Hawai'i, Hawai'i Reserves Inc. and the Polynesian Cultural Center — and the public schools that service that area. Wallace has more than 25 years of experience representing corporations and boards in many different capacities, and as an adjunct professor of finance.

  • After having worked at the Royal Lahaina Resort on Maui for four years, PRICILLA "PATCHIE" DUQUE has returned to the Big Island as executive housekeeper at the ResortQuest Waikoloa Colony Villas and The Shores at Waikoloa. The more than 32-year housekeeping veteran has also worked at the Royal Kona Resort and Kona Hilton Resort. ResortQuest Hawai'i is the former Aston Hotels and Resorts.
