Annual property taxes on an average O'ahu home would decrease by $18 next year, but average sewer fees would rise nearly $7 per month, under a new spending plan unveiled today by Mayor Mufi Hannemann.

His proposed $1.6 billion operating budget for the coming fiscal year would be nearly 10 percent larger than the current year's.

Hannemann called it a "no frills" plan that focuses on core city services and infrastructure, especially the aging sewer system.

"We are playing the price for decades of neglect," he said.

The plan faces months of hearings before the City Council, and will likely be revised before it is approved.
