Gov. Linda Lingle began delivering her fifth State of the State address moments ago in a joint session of the state House and Senate. Her remarks are expected to set the tone for the new legislative session.

The governor has previewed three initiatives she plans to speak about today, including $128 million in new spending on homeless, $30 million to promote innovation in science and technology, and $346 million in tax relief. Her speech is expected to last about 40 minutes.

"We want Hawai'i's young people to have first-rate educational opportunities, we want affordable housing, state-of-the-art healthcare that is accessible to all, and good-paying jobs," she said.

"To achieve this vision, we have to change our economy from one based on land development, to one fueled by innovation and the new ideas generated by our universities and a highly-trained workforce."

Her speech is being carried on KGMB 9; KHET 10; KHNL 8; KHON 2; KITV 4; 'Olelo Focus Channel 49; PBS Hawai'i (11 p.m. tape delayed). It may also be heard via radio on KHVH 830 AM (O'ahu); KSSK 590 AM (O'ahu); KPUA 670 AM (Hilo); KONG 570 AM (Kaua'i); KAOI 1110 AM (Maui, Kona).
