VP of research named for UH system

Dr. James Gaines has been named the vice president for research for the UH system.

His appointment by the school's board of regents starts wednesday. Gaines has been the interim vice president for research since 2003.

As vice president for research, Gaines is responsible for developing and coordinating systemwide research policies and procedures and management of research-related administrative support services.

Gaines joined UH Manoa in 1987 as a professor of physics and chaired the Department of Physics and Astronomy from 1995. He spent two years as vice president and head of materials science for KMS Fusion Inc., and previously served on the faculty of Ohio State University, where he was director of the Materials Research Laboratory.

In other UH news, Stephanie Kim has been appointed director of government relations for the UH System, also effective Wednesday. Kim has served as the acting director since January 2006 and prior to that was the university's government relations state liaison for six years.

Kim will be the designated representative of the university at the state legislature and before other public agencies and government bodies. Working with the university administration Kim will monitor legislative proceedings and proposed legislation affecting the UH System; identify, establish and implement strategic and policy directions and programs to enhance the university's relationships with public agencies, the legislature and other government entities; and establish internal legislative guidelines to ensure consistency and coordination in response to all legislative matters and initiatives.
