UH athletic director Herman Frazier says he has made a $700,000 offer to one BCS school.

University of Hawai'i athletic director Herman Frazier extended to tomorrow the deadline to secure a 13th football game for 2007.

He also set a December deadline to finalize the UH football schedules through the 2011 season.

The Warriors have confirmed commitments from 12 opponents for the 2007 season. As part of the so-called Hawai'i exemption, UH is allowed to play up to 13 regular-season games.

Frazier said he has offers out to two I-A teams, one of which is a member of a Bowl Championship Series conference. He declined to put a percentage on the chances of landing a 13th game, which would be played Oct. 20 or Nov. 3 at Aloha Stadium. But Frazier said one of the teams is "half in the door, half out the door."

He acknowledged the offers have different values. The offer to the BCS team is in the ballpark of $700,000, a package that includes coverage on an ESPN channel and some financial considerations from a participating conference.

"It is more money than many teams would receive even for an appearance in a bowl game," Frazier said. "We've had some astronomical numbers out there."

The offer to the non-BCS team, Frazier said, "won't be that much."

During an informational hearing with legislators two weeks ago, Frazier set May 31 as the "drop-dead" date whether the Warriors would play a 13th game.

On May 31, Frazier announced the deadline would move to the middle of this week. Of the holdup, Frazier said: "You've got ADs trying to convince their football coaches to do it."

Frazier said Western Athletic Conference commissioner Karl Benson is leaving for vacation tomorrow. Because of Benson's plans, Frazier said, "we will announce one way or the other" tomorrow if the Warriors will play a 13th game.

"It's: Who wants to make a decision?" Frazier said. "At this point, we're not going to sweeten the pot any more or do anything differently. We're just going to let the balls fall where they may."

Meanwhile, Frazier said he is seeking a Division I-AA opponent to complete the 2008 schedule. A I-A team is allowed to count one victory over a I-AA opponent each year toward bowl-qualifying consideration provided the opponent meets certain minimum scholarship requirements set by the NCAA. A team qualifies for a bowl by winning the majority of its games.

Frazier said he wants UH to play a I-AA opponent each year. "It's called a 'W,' " he said. "No question you want to do that."

He said he needs to sign one team to complete the 2009 schedule and two to finish the 2010 schedule. "The year I need one I'm done; I'm just waiting for a contract," Frazier said. "Our goal is, by the end of December, we're going to be flush" through 2011.

UH is "probably leaning toward" keeping its football team on the road after the WAC opener at Louisiana Tech Sept. 8 and headquartering in Houston, rather than returning home prior to its Sept. 15 game at Nevada-Las Vegas, Frazier said.

"We have looked at it and we're doing an analysis on the costs and everything else," Frazier said. "We haven't decided yet."

UH stayed in Southern California in 2003 between back-to-back games at USC and UNLV but came home last season between consecutive road games at Fresno State and New Mexico State.
