5 Hawai'i companies fined for clean-air violations

The state has levied fines against five companies for violations of federal emission standards, most of which involve failing to conduct emission tests regularly.

The state Department of Health's Clean Air Branch issued notices of violation and orders to the following firms. They have 20 days to contest the notices and be scheduled for hearings.

  • Tesoro Hawaii Corporation for violating its air permit by having an excessive downtime of a hydrogen sulfide continuous emission monitoring system during the July to December 2006 semi-annual period. The Campbell Industrial Park Refinery is at 91-325 Komohana St., Kapolei. Tesoro paid a penalty of $2,600 for the refinery at Campbell Industrial Park, the state said.

  • Land Breeze, Inc. for violating its air permit by not conducting the 2006 calendar year annual visible emission test on the diesel engine generator and the 2006 annual performance test on the crushing and processing plant. Land Breeze Inc., operates a 400 tons-per-hour portable rock-crushing plant and a 600 TPH portable screening plant at various locations on O'ahu. Land Breeze paid a penalty of $5,300, the Clean Air Branch said.

  • Grace Pacific Corporation dba Niu Construction for violating its air permit for not adequately sealing the gradation screen to prevent fugitive dust emissions from becoming airborne. Niu Construction is an asphalt concrete batch facility in Lihu'e, Kaua'i. A penalty of $3,100 has been paid.

  • Resource Recovery Ltd., for violating its air permit by not conducting the 2005 annual source performance test on their 165 TPH stone processing plant. Resource Recovery, Ltd., operates a portable crushing plant at various sites in the state. A penalty of $5,500 has been imposed.

  • Hawai'i Health Systems Corporation, Kona Community Hospital for violating its air permit by not conducting the 2006 calendar year annual opacity test on their 65 lb/hr incinerator. The Kona Community Hospital is in Kealakekua on the Big Island. A penalty of $2,900 has been imposed.
