New laws deal with commercial bike tours, ID theft

Gov. James "Duke" Aiona Jr., acting as governor of Hawai'i while Gov. Linda Lingle traveled to Japan and Indonesia, signed nine bills into law yesterday.
They are:

RELATING TO COUNTY REGULATION OF COMMERCIAL BICYCLE TOURS.
Allows the counties to establish regulations for commercial bicycle tours operating on state and county highways and requires counties to follow federal guidelines for commercial bicycle tours beginning in federal or state parks.

RELATING TO PETROLEUM INDUSTRY MONITORING.
Appropriates $1.2 million to the Public Utilities Commission to collect and analyze data to monitor the petroleum industry in Hawai'i.

RELATING TO CONSUMER ADVOCACY.
Authorizes the Division of Consumer Advocacy to hire and train additional professional staff to represent citizens' interests before the Public Utilities Commission and appropriates $396,000 during the biennium for this function.

RELATING TO GRANTS-IN-AID.
Requires a nonprofit organization to reimburse the state if they dispose of land that was purchased with a State grant or subsidy.

Requires ticket brokers who charge a service fee to disclose this and refund the fee amount if the event is canceled.

Enables permanently affordable housing units developed through sustainable affordable leases to utilize an expedited development review process.

RELATING TO TOURISM.
Sets a two-year waiting period between the time a person has served as a director of the Hawai'i Visitors and Convention Bureau and when that person may be eligible to be a director for the Hawai'i Tourism Authority.

RELATING TO THE DEATH CARE INDUSTRY.
Clarifies the rights of purchasers of funeral or cemetery services.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES.
Allows any consumer to place a security freeze on their credit report, whether or not they have become a victim of identity theft.
