PUC to take over HECO's energy-efficiency programs

The Public Utilities Commission said it will create a fund to promote the development of programs and services that increase efficiency, reduce electricity consumption and ultimately decrease Hawai'i's dependence on fossil fuels.

The Public Benefits Fund will take over the efficiency programs currently run by each of the Hawaiian Electric companies on O'ahu, Maui and the Big Island.

"By transferring responsibility of these programs to a PBF administrator, the PUC is removing the perceived conflict between a utility's desire to generate revenues and its motivation to implement energy-saving measures that decrease sales and defer the need for additional plant investments," the PUC said in a news release.

The transfer of programs from utility companies to the PBF is scheduled to happen by January 2009.
