Coast Guard creates special Superferry security zone

KAHULUI, Maui The U.S. Coast Guard has established a Hawaii Superferry security zone at Kahului Harbor that prohibits anyone from entering the water except for a stretch of shoreline used by hotels and canoe clubs.The fixed security zone will be activated one hour before the 350-foot Alakai's arrival into Kahului Harbor and will be deactivated 10 minutes after the ferry's departure.
A moving security zone will extend 100 yards around the Alakai and is activated whenever the ferry is within three nautical miles of the Kahului Harbor entrance. The zone moves with the vessel and remains in effect around
the vessel even when the vessel is moored, anchored, or idle. No one is permitted within the moving security zone at any time while the zone is activated.
Both security zones will be in effect starting Dec. 6, when the high-speed ferry resumes service to Maui.
The Coast Guard said the security zones are necessary "to provide a safe and secure environment for the citizens of Maui, the Alakai and the Alakai's crew and passengers."
Lt. John Titchen of the U.S. Coast Guard said how long the security zone remains in effect will depend on the extent of any protests that endanger harbor safety and security.
"The Coast Guard's intention is to resume a normal state of operations as quickly as possible," he said.
Any violation of either security zone is a federal felony offense and may result in criminal sanctions including imprisonment for up to 10 years and a fine of up to $10,000; civil penalties of up to $32,500 per violation, with
each occurrence constituting a separate violation; and seizure and forfeiture of any vessel, including surfboards, canoes and kayaks.
