Las Palmas restaurant fined $7,200 regarding 13 violations

The Honolulu Liquor Commission last week fined Las Palmas Steak & Seafood $7,200 for 13 violations.

The restaurant, which closed its doors at Restaurant Row in August, was fined a total of $3,000 for three violations of allowing the consumption of liquor by a person under the influence of liquor, fined a total of $1,000 for two violations of knowingly permitting a person under the influence to remain on the licensed premises; found guilty and fined $500 each for allowing liquor to be open and served after hours.

The commission also fined the restaurant $100 for violating rules that require employees to familiarize themselves with the liquor law and the commission rules; $100 for stacking drinks (serving more than one at at time), $500 for lap dancing, $500 for interfering with investigations or Liquor Commission operations; and fined $1,000 for failing to immediately prevent or suppress the disorderly conduct of a person on the licensed premises.

The commission also fined Tokyo Tokyo Japanese Restaurant $500 for two violations of rules against having nonregistered employees and fined it another $350 for failing to have a registered manager or assistant manager in charge.

In other business, the commission took these actions:

  • Breakers (no contest) and Turtle Bay Resort (no contest) each were fined $1,000 for selling liquor to a minor.

  • Indochine Cafe (no contest) and The Mercury (no contest) each were fined $100 for violating rules requiring food sales to be 30 percent of gross revenue. Both licensees also were requested to report back to the Commission in six months regarding their 30 percent compliance.

  • Harbor Pub & Pizza Inc. (no contest) was fined $500 for violating a rule requiring the bar make available for inspection its books and records for the past four years indicating all income, purchases, expenses and employee time records of liquor business.

  • Approved the application from Royal Lifestyle Management LLC for the transfer of the business and Hotel General license of Nichiei U.S.A. Inc. (dba The Royal Garden At Waikiki) at 440 Olohana St., and for a change of trade name to Royal Lifestyle Management LLC.

  • Approved the application from Great Island Corp. for the transfer of the business and Restaurant General license (Cat. No. 2 - Live entertainment or Recorded Music and Dancing) of Makino Chaya (Mililani) Inc. at 94-780 Meheula Parkway and for a change of trade name to Palace Buffet.

  • Approved the application from Z-Tower LLC (dba Ocean Tower Hotel at Waikiki Beach) for a Hotel General license at 129 Paoakalani Ave.

  • Approved the application from 939 Entertainment LLC for the transfer of the business and Dispenser General license (Cat. No. 2 and 4 - Nudity; and Hostess) of Entertainment International Inc. (dba Club 939) at 939 Ke'eaumoku St. The Commission also approved the renewal of the licensee's Temporary Dispenser General license.

  • Approved the application from Gabi Corp. for the transfer of the business and Retail General license of the Nimitz Market Inc. (dba Nimitz Mart) at 3131 North Nimitz Hwy. The Commission also approved a Temporary Retail General license.

  • Approved the application from Uniclubs Incorporated (dba The Varsity) for a Restaurant General license (Cat. No. 1 - Standard Bar) at 1019 University Ave., #1A.

  • Approved the application from VAJ Restaurant Inc. for a Restaurant General license (Cat. No. 2 - Live entertainment or Recorded Music and Dancing) at 2058 Kuhio Ave. (ground floor of Ohana Maile Sky Court Hotel).

  • Approved the application from Windward Grill Inc. for a Restaurant General license (Cat. No. 2 - Live entertainment or Recorded Music and Dancing) at 26 Ho'ola'i St.

  • Approved the application from Kin Chan Sushi Inc. for a change of location from 500 Ala Moana Blvd., Suite 5-C to Suite 5- (Waterfront Plaza).

  • Approved the application from JJL Enterprises Inc. for a Restaurant General license (Cat. No. 1 - Standard Bar) at 920 Sheridan St.

  • Approved the application from Tamura Enterprises Inc. (dba Tamura's Fine Wine & Liquors) for a Retail General license at 25 Kane'ohe Bay Dr., Suites 106, 107, 108 (Aikahi Park Shopping Center).

  • Approved the application from Soon Nyo LLC (dba Hill Top Grocery & Liquor) for a Temporary Retail General license at 94-307 Farrington Hwy., #A-1A.
