Hawaii gets $8M for substance-abuse support services

Hawai'i has been awarded an $8.25 million federal grant to fund substance-abuse recovery support services for parents and guardians of families in the child-welfare services system, Lt. Gov James R. "Duke" Aiona Jr. announced today in a news release.

The Access to Recovery grant from the Substance Abuse and Mental Health Services Administration over the next three years will be spread out over three years.

"Access to Recovery programs improve the choices available to people seeking help, and that will make a significant difference in the lives of those on the path to recovery," Aiona said.

The program utilizes a voucher system where clients can access substance-abuse clinical treatment and recovery support services. Recovery support services include employment readiness and job placement programs, supportive transitional drug-free housing, parenting and child education, life-skill building classes, childcare, and transportation, support and spiritual counseling.

State Human Services Director Lillian Koller said 80 percent of child-welfare system cases involve one or more parents with substance-abuse issues.

The grant will be administered by the state Department of Health's Alcohol and Drug Abuse Division.
