WASHINGTON — The U.S. Army Corps of Engineers in Honolulu awarded a $38 million contract to Kiewit Pacific Co. for the second phase of the Drum Road upgrades at the Helemano Military Reservation.

The work, to be completed by Oct. 1, 2009, continues a project to align bad curves and widen the existing 23-mile road to 24 feet and harden its dirt and gravel surface.
