Rains close schools on Big Island, Kauai

Kauai officials are still assessing the impact of heavy rains that have left some residents without water and have caused some landslides and high streams.

The U.S. Army Corps of Engineers will send out a team today to inspect the Hanapepe and Waimea levees, said Mark Marshal, Kauai County Civil Defense administrator in a prepared statement. Road crews are out clearing landslides and culvert of debris, Marshal said.

Both the North Shore and the Westside have been impacted by the heavy rains, although officials report that water levels have gone done on the Westside.

The state Department of Health has issued a brown water advisory for Kauai after surf site samples by the Kauai Chapter of Surfrider Foundation showed high levels of bacteria at Waikoko. The public is advised to stay out of flood waters and storm water runoff due to overflowing cesspools, pesticides, animal fecal matter and associated flood debris.

Residents from Wainiha to Ha'ena have been experiencing reduced water pressure or no water since a water pipe broke yesterday morning. Repair crews are working to restore water service to the area, but their efforts have been hampered by high stream levels and associated flooding.

Water trucks are heading to the area to provide potable water for residents and should be in place at around 11 a.m. The tanks will be located at Ananalu Road near Wainiha General Store and at the Hanalei Colony Resort. Residents should bring their own water containers.

The American Red Cross, Hawai'i Chapter opened a shelter last night at the Kaumakani Neighborhood Center, but closed it because there appeared to be no need. Emergency Red Cross volunteers are on standby in case the need arises, said Jennifer Walter, Red Cross spokeswoman.

The 40-foot Matson container that floated down the Hanapepe River and hit two bridges, closing the Hanapepe Bridge, has made its way out to sea.

Hanalei Bridge was closed for about seven hours yesterday, from 3:30 to 10:30 pm, and the Wainiha Bridges were closed for about an hour yesterday morning.

Although the Kaumakani Neighborhood Center was open as a Red Cross emergency shelter last night, no one came to the shelter.

Road crews are clearing landslides and culverts.

At this point in time, there are no road closures.

The entire state still remains under a flash flood watch and Kauai, which received the brunt of the weekend rain along with the Big Island, closed the Hanalei Bridge for seven hours yesterday afternoon and the Wainiha Bridges were closed for about an hour yesterday morning.

But weather conditions will continue to improve over the coming days, said John Bravender, National Weather Service forecaster. Rain will continue to pelt Kauai, but not nearly as severely as yesterday, Bravender said. Yesterday rain clouds sat above the mountains and hung there, today they're moving westward, he said.

However, this morning Hanalei relieved more than one inch of rain per hour during a brief period this morning.

"There still may be heavy showers coming through, but they're moving," Bravender said. "There's still a threat of rain for tomorrow, but it will get progessively better with less moisture and more stable weather."

The heavy rains and flood conditions have forced the closure of several schools on the Big Island and Hanalei Elementary on Kaua'i.
