Council approves Oahu ban on aggressive panhandling

The City Council today passed a ban on aggressive panhandling near ATMs that came out of concerns from Waikiki residents about a growing homeless population in the community.The ban carries a $25 fine for violators, and applies islandwide.
"I do think this is something the community needs," said Councilman Charles Djou, who wrote the bill and introduced it in November. Djou's district includes Waikiki.
The bill will go on to the mayor for final consideration.
Djou said the mayor is expected to allow the bill to pass without signature.
