KAISER PERMANENTE HAWAII

Kaiser Permanente Hawaii has appointed Frank Richardson to the newly created position of executive director of government relations, responsible for leading the organization's government affairs program for the Hawai'i region. Richardson will continue to serve as senior counsel in the health and regulatory area of Kaiser Permanente Hawaii's legal and government relations department. Richardson joined Kaiser Permanente Hawaii in May 2002 as its senior counsel.

ISLAND INSURANCE

Island Insurance has named Caryn Komori human resources coordinator, responsible for human resources' operational and technical duties including: employment, recruitment, benefits, health and welfare, and training. Prior to joining Island Insurance, Komori was human resources program specialist at Hawaiian Airlines. Island Insurance is Hawai'i's largest, locally owned and managed property and casualty insurance carrier.

ORGAN DONOR CENTER OF HAWAII

The Organ Donor Center of Hawaii has named Dr. Stephen A. Kula as executive director. Prior to joining ODCH, Kula served as the president and CEO of Hospice Hawaii, one of eight hospices in Hawai'i. Most recently, he was director of long-term care for AIG Insurance Co.

SENNET CAPITAL

Sennet Capital, a Honolulu-based merchant bank, has appointed Larry Gilbert managing director. He was most recently an attorney with Alston Hunt Floyd & Ing. He is a former president of the Hawaii State Bar Association.

THE HAWAII MEDICAL SERVICE ASSOCIATION

The Hawaii Medical Service Association has announced the following promotions: Jim Walsh, to vice president of professional relations and provider advocacy, responsible for working with physicians on healthcare access and quality issues.

Antonio "Tony" Saguibo Jr., to vice president of account management, responsible for relations with HMSA's large-employer and union groups.

Paul Schnur, to vice president of provider services and contracting, responsible for overseeing all hospital and provider network contracting and servicing.

QUEEN'S HEALTH SYSTEMS

David Starr has joined The Queen's Health Systems as vice president of information technology and chief information officer, and Kanoe Margol has been promoted to vice president of finance.

Starr will oversee the second phase of implementing the hospital's electronic medical records technology.

Margol, a CPA, has been serving in the role of interim vice president of finance and assistant treasurer.
