Kapolei meeting to discuss quarry

Tonight's meeting of the Makakilo/Kapolei/Honokai Hale Neighborhood Board has been canceled by city Neighborhood Commission staff because of the lack of a quorum.

However, acting Neighborhood Board Chairman Kioni Dudley said he will still hold a meeting at the Kapolei High School cafeteria at 7 p.m. because he believes area residents should be allowed to voice their opinions about the controversial expansion plans by the operators of the Makakilo Quarry. The quarry was among the items on the agenda.

Four members of the eight-person board have told Neighborhood Commission staff that they will not be attending. Michelle Kidani, Neighborhood Commission office executive assistant, said one member told her she is recovering from surgery, while three others said they are objecting to Dudley's failure to post the meeting agenda within seven days, the time specified under the city Neighborhood Plan.

Dudley said, however, that Kidani told him that in the past, other boards have held meetings despite missing the posting deadline.

Kidani said it was not the posting deadline issue, but the lack of a quorum that made her cancel the meeting, as is required by office policy. She sent out word to that effect late yesterday. Support staff will not be present, she said.

Dudley said it is his understanding that as board chairman, it is up to him whether there is a meeting or not.
