West-bound lanes on the H-1 Freeway near the Waimalu exit were reopened around 12:40 p.m. today after tar and asphalt spilled in the middle lanes.

After the 10:40 a.m. spill, only the outside, fast lane was open and drivers were told to expect delays of up to an hour.
