WALTER LOUIS BRIANT JR., 79, of Koloa, Kaua'i, died Nov. 21, 2008. Born in San Francisco, Calif. First manager and chief engineer of Kaua'i Department of Water; oversaw the building of Kaua'i's present water systems. Founder of Briant Construction; co-founder of Aqua Engineers.
