KAHULUI, Hawaii — The University of Hawai'i is anticipating budget cuts of more than $30 million that would avoid layoffs or reductions in student services.

The Board of Regents approved its general fund budget request for the next two years Thursday.

Gov. Linda Lingle has asked all state departments to propose cuts of between 10 percent and 20 percent of discretionary spending.

University President David McClain warned that the governor may have to reduce twice as much.

Most of the reductions will be achieved by reducing electricity use and freezing most hiring.

The budget constrictions come as the university system has an all-time record enrollment of 53,500 students.
