A 27-year-old Kilauea man involved in a five-hour standoff today with Kaua'i police has been charged with nine counts of first-degree terroristic threatening, one count of abuse of a family member, two counts of first- and one count of second-degree criminal property damage, and one count of unauthorized entry into a motor vehicle.

Police used a Taser to subdue Kaleo Lovell "Kountry" Martin after he got out of a police vehicle he had commandeered earlier in the front yard of his residence displaying an undisclosed weapon.

Martin was arrested at 4149 Kilauea Road at 10:28 a.m. He is being held without bail at the police cellblock pending an initial appearance at District Court, possibly as early as tomorrow afternoon, according to county officials.

According to Hawai'i Criminal Justice Center records, Martin has five prior misdemeanor convictions for abuse of a family member, third-degree assault, third-degree criminal property damage, and two counts of second-degree terroristic threatening. The incidents occurred on Kaua'i and he was convicted for all five offenses in January 2003 and sentenced to 60 days confinement and two years probation.

Today's standoff started at about 5:15 a.m., 33 minutes after police were sent to Martin's home for a domestic dispute.

Martin left his home before police arrived but returned about 5:15 a.m. He went into the police vehicle and refused to come out or surrender his weapon.

Martin was taken to Wilcox Hospital to be examined after his arrest.

Police closed a section of Kilauea Road between Titcomb and Rock Quarry roads and evacuated residents in the immediate area. Two schools — Kaua'i Christian Academy and Kilauea Lighthouse — were closed due to the incident but Kilauea Lighthouse reopened at about 1 p.m.
