TONIGHT'S MUST SEES

“PROJECT RUNWAY” SEASON-OPENER, 7 P.M., LIFETIME; REPEATS AT 8:30

How long ago was this season taped? Well, this hour visits the red carpet on the day of the Emmys — 11 months ago.
After “Runway” tried to jump from Bravo to Lifetime, it seemed frozen forever. Now (after an out-of-court settlement), it's finally back; this opener, finished months ago, shows the usual deft touch.
The fashion designers range widely in age; two are 23, others are 41, 44 and 49. Some have big-city education and experience; one is a Minnesotan who didn't have a chance to go to college. There's a medical student and there's a former meth addict; there's a guy who's very macho and several who aren't. There's also a woman who doesn't sketch her designs; she merely meditates.
These are interesting people, with varied results. A good show is finally back.

“SKINS,” 3 P.M., BBC AMERICA; REPEATS AT 6 AND 8

Fresh from the Congo, Thomas is filled with optimism. His first two days in London will be epic, complete with drugs, donuts, mobsters, women and more.
Some of this is way over the top. Still, it's a throughly entertaining and self-contained hour.
