Man charged with felony in attack on woman in park

Authories have charged a man with kidnapping following his arrest in connection with an incident Saturday at Waimänalo Beach Park.

Ipaapuka Carter, 33, was charged Monday night with felony kidnapping. Bail was set at $100,000. A preliminary hearing was scheduled for Jan. 4.

A police affidavit by the arresting officer said Carter allegedly abused a 21-year-old woman at the park on Saturday.

Carter allegedly held the woman's head under water while punching her in the chest and stomach and kicking her in the back, the affidavit said. Earlier that day he allegedly slapped her in the face and burned her right shin with a lit cigarette, the affidavit said.

He allegedly prevented her from leaving the water, a restraint of the woman's movement that led to the kidnapping charge.

The woman was taken to Castle Medical Center and was reported in good condition.
