Djou makes push for parking boot car-disabling program

City Council member Charles Djou today introduced legislation to implement a program aimed at disabling the cars of drivers who have three or more outstanding parking tickets, provided the state Legislature give counties the power to do so.

The council last year adopted a resolution asking the Hannemann administration to study the feasibility of such a program.

Under Djou's proposal, a private company would be contracted to attach boots to a wheel of a car, rendering it undriveable.

"A parking boot program will help traffic by removing illegal cars from the road and catch repeat traffic citation offenders," Djou said in a statement.
