Inouye's office said the money will be used for highway and transit projects, education and social services, and housing and environment.

Among these are $125.7 million for highway funding, but which could also be used for rail and port infrastructure, and $158.2 million to prevent cutbacks and layoffs in education and for school modernization.

It also includes tax benefits and credits of $400 per individual and $800 for married couples; $40 million per quarter for 27 months for additional Medicaid reimbursements to help the state bear some of its healthcare costs; and about $30 million for extended unemployment benefits.
