HILO — Big Island Mayor Billy Kenoi is proposing a county budget with no property tax increase but he says one could still be necessary before the figures are set.

Kenoi says he's found a way to balance the initial operating budget without tax hikes or county employee layoffs. But he says the county faces a nearly $32 million deficit and more uncertainty before the fiscal year starts July 1.

Kenoi's budget proposal is being released today.
