Governor signs budget bill for fiscal years 2010, 2011

Gov. Linda Lingle has signed into law a state spending plan for the next two fiscal years that begins this week.

The budget bill directs state expenditures of $10.8 billion for the 2010 fiscal year that starts tomorrow. It provides $10.5 billion for the 2011 fiscal year that begins in July 2010.

About half of each year's budget represents the cost of normal state services and programs that are financed by state tax and fee revenues. The remaining amount of each year's budget covers expenditures funded by federal or other sources.

The new law also allocates $2.6 billion for capital improvement projects in fiscal year 2010 and a bit more than $972 million in fiscal year 2011.
