The first of two Honolulu police officers arrested Aug. 15 in Las Vegas on suspicion of misdemeanor drug charges is scheduled to be arraigned in court there today.

A complaint filed Oct. 7 in Las Vegas Township Justice Court against police officer Shayne Souza accuses him of possession of less than an ounce of marijuana and obstructing a public officer for allegedly running away from a Las Vegas Parks Police officer after Souza was told to go to the front of a van in which he and two other men were found.

Souza, 47, fellow officer Kevin Fujioka, 37, and a third man from Honolulu who is not a police officer, Scott Wilson, 38, were arrested near Desert Breeze Park in Las Vegas.

A formal complaint had not been entered against Fujioka as of yesterday, Las Vegas officials said. He has a tentative arraignment date of Nov. 16.

Both Honolulu police officers have been stripped of their police powers and placed on administrative leave without pay, Honolulu Police Department spokeswoman Michelle Yu said yesterday.

Souza and Fujioka were off duty while in Las Vegas to participate in a softball tournament, police officials in Honolulu have said.

Las Vegas Park Police officers, who are employees of the Las Vegas Department of Parks, noticed a white van that was parked across two parking spots, Las Vegas officials said a few days after Souza and Fujioka were arrested.

As park police officers approached, the van drove off and there was a short pursuit, officials said at the time the two were arrested. The van stopped and Souza and Fujioka ran from the park police but were captured almost immediately, the Las Vegas officials said.

Fujioka was charged with possession of marijuana as well as with driving under the influence of a narcotic. All of the charges filed against the Honolulu police officers are misdemeanors under Las Vegas law.

Before the incident, Souza, a 20-year veteran of the HPD, had been assigned to the Specialized Services Division, and Fujioka, who has been with HPD for 13 years, was a patrol officer assigned to the Pearl City police district.
