  • Ross Klein, international authority on cruise ship issues and author of the books, "Cruise Ship Blues," and "Cruise Ship Squeeze: The New Pirates of the Seven Seas," will speak at 7 p.m. tonight at the Kea'au Community Center on the Big Island; and 2:30 p.m. tomorrow to the Hawai'i County Council, Environmental Committee, at the Hawai'i County Building, 25 Aupuni St., Hilo.   • Past and current deans of the University of Hawai'i John A. Burns School of Medicine will take part in a panel discussion next week on some of the projects being planned for the Kaka'ako redevelopment area.   • Honolulu Police Detective John McCarthy will speak on "THE BUSINESS IMPACT OF IDENTITY THEFT" Thursday at a meeting of the Association of Records Managers and Administrators.
