Bertha Leong, a former public-school teacher, Realtor and volunteer mediator who served six years in the state House, died Monday of natural causes.
Leong, a Republican, was elected in 1998 to represent House District 18 — Kuli'ou'ou, Niu Valley and 'Aina Haina. She was defeated in 2004 by Lyla Berg, a Democrat who still holds the seat.
"Hawai'i has lost a favorite daughter," Lt. Gov. James "Duke" Aiona said in a statement. "Bertha Leong served the people of Hawai'i with great honor and integrity. Vivian and I are saddened by her passing. Bertha's principled leadership was matched only by her love and deep commitment to her faith and her family. Our thoughts and prayers are with Bertha's family and friends."
State House Minority Leader Lynn Finnegan, R-32nd (Lower Pearlridge, 'Aiea, Halawa), said Leong's first-hand experience as a teacher brought expertise on education issues to the House.
"She will be sorely missed by us," Finnegan said. "She was a gentle soul who people on both sides of the aisle loved to work with. She brought a realness — a tenderness — but a realness."
State House Speaker Calvin Say, D-20th (St. Louis Heights, Palolo Valley, Wilhelmina Rise), described Leong as genuine and gracious. "She cared for people, especially children, and she worked hard as a lawmaker because she wanted a better future for them," said his statement.
Leong stayed active in civic affairs after leaving the House, following up on issues such as a pedestrian bridge for Wailupe Valley Elementary School and flood control along Wailupe Stream. She also served on the Kuli'ou'ou/Kalani Iki Neighborhood Board.
Caroline Dang, Leong's daughter, said the family is planning a private memorial ceremony, following Leong's wishes. The family asked that no flowers be sent. Donations in Leong's memory can be made to Star of the Sea Church.
Dang recalled a Mother's Day tribute she once wrote for her mother in The Advertiser. "Mom constantly reminded us about being cheerful and kind to others, and the importance of helping one another," she wrote. "As we encountered obstacles and frustration along the way, she would say, 'Keep on trying. You can do it. Always try your best.'
"Mom's can-do attitude and genuine concern for the community has contributed to her success. It's been her personal goal to do two kind acts daily, a goal I know she surpasses."
Leong is also survived by daughters Patricia and Cynthia; sons Jonathan and Thomas; 13 grandchildren; sister Ethel Ching; and brother Gilbert Lau.
