KEY HOUSE VOTES
1. Intelligence Authorization Act
The House on Tuesday failed to override President Bush's veto of legislation to set policy for the nation's spy agencies. The vote was 225-188. A two-thirds majority of those present was required to override. Bush objected to a provision that would bar waterboarding — which critics say amounts to torture — as an interrogation technique and would have required intelligence agencies to follow interrogation procedures laid out in the Army Field Manual.

2. FOREIGN INTELLIGENCE SURVEILLANCE ACT
The House voted 213-197 Friday to revise the rules for electronic surveillance in terrorism investigations. The primary debate was over whether to grant retroactive legal protections to telecommunications companies being sued for allegedly giving the National Security Agency access to customer information without a warrant. The bill would give companies the opportunity to show judges classified material that could aid their defense.

KEY SENATE VOTES
1. Moratorium on Special Projects Funding
The Senate voted 71-29 to reject a one-year ban on lawmaker-requested funding for special projects known as earmarks. The proposal was offered as an amendment to the Senate budget resolution, a nonbinding blueprint of spending priorities and levels.
