A 40-year-old Kapalama man has been charged with drug-trafficking offenses after being arrested near a Waikiki-area school.

Jesse L. Samuels was arrested Friday on the grounds of a school at 324 Kapahulu Ave. and charged today with one count of first-degree meth trafficking, third-degree promoting a dangerous drug, fourth-degree promoting a harmful drug, and possession of paraphernalia.

Samuels is being held in lieu of $40,000 bail. In addition, hw has outstanding warrants of $500 and $300. Samuels makes his initial appearance tomorrow at District Court.

According to Hawai'i Criminal Justice Data Center records, he has 25 prior convictions.
