Newly installed City Councilman Ikaika Anderson spent $113,791 to win his seat in last month's special election.
In collecting 12,582 votes, about 49 percent of those casting votes, Anderson spent about $9.04 per vote.
Anderson was second in spending to former Councilman John Henry Felix, who finished fifth in the 11-candidate field. Felix spent $187,439 for 1,825 votes, which comes out to $102.71 a vote.
Anderson, 31 and a lifelong Windward O'ahu resident, fills the Kane'ohe-Waimanalo seat on the council following the death of Councilwoman Barbara Marshall on Feb. 22.
There was a ceremonial swearing-in Wednesday in the City Council chamber, although Anderson had been legally sworn during a private ceremony May 14.
Council members on Wednesday also elected Anderson their floor leader, a largely ceremonial position formerly held by Marshall.
The council leadership, headed by Chairman Todd Apo, chose not to make any major committee roster changes as a result of the election. Anderson, a former aide to Marshall, will not chair any committees and will sit on the same committees Marshall did when she last was in office.
Steve Holmes, also a former councilman, finished second in the race for Marshall's seat with 3,612 votes. He spent $46,437, or $12.86 per vote.
With only two months to campaign for the city's first mail-in election, most of the major candidates received loans for their campaigns, including from themselves.
Felix reported $115,000 in loans to himself, while Holmes loaned $43,201 to himself. Anderson got $25,000 in loans from his family, including grandparents former state Sen. Whitney Anderson and Hannie Anderson.
Marshall, who had been ill for some time, appeared at only a few council meetings this year, and the Windward seat has been largely unrepresented.
Anderson's term runs through Jan. 2, 2013.
