Mayor Mufi Hannemann announced today that Frank Coluccio Construction Company is the apparent low bidder for the new Beachwalk Force Main System.

Coluccio bid $37.1 million to install a 72-inch diameter sewer pressure pipe at a depth of 40 feet by microtunneling. The project begins near Ala Wai Elementary School and concludes at the east entrance of Ala Moana Beach Park. This large pressure line will connect to dual 36-inch pressure lines and convey wastewater from the Beachwalk Pump Station to the existing 69-inch gravity line in Ala Moana Beach Park.
In addition, five new pits will be constructed to facilitate the microtunneling method. Upon completion, the pits will be converted to permanent man/equipment shafts to enable future inspection and maintenance access to the line.
“We are fulfilling our promise to repair our sewer system and wastewater treatment plants with these major capital investments,” Hannemann said. “These projects are constructed with the money collected in sewer fees.”
At the end of the project, the temporary emergency line (“black noodle”) will be removed from Ala Wai Neighborhood Park, Ala Wai Canal and Ala Moana Park.
Tentatively, construction will begin Nov. 1 and take approximately 30 months to complete.
The low bidder must still go through a procurement evaluation process before the final contract is awarded. The consultant for the project is R.M. Towill Corporation.
