HILO — Hawaii County police investigating the death of 5-year-old Javieanne Win want to question a pedestrian and the occupants of a vehicle seen in surveillance video taken Sept. 6, the day Win was killed.

Win’s caregiver, 30-year-old Anthony Poulin, has been charged with raping and drowning her.
The surveillance videos of Kamehameha Avenue between Shipman Street and Waianuenue Avenue were taken at 2:13 p.m.
They show Win and Poulin walking near a building on the Hamakua side of Shipman Street.
In reviewing the videos, detectives observed a small sport utility vehicle turning right from Shipman Street onto Kamehameha Avenue. Detectives believe the occupants of the SUV may have seen Win.
Detectives also observed a male walking from Shipman Street on the sidewalk toward Waianuenue Avenue. Police believe the man may have seen Win or Poulin while walking down Shipman Street.
Detectives believe the SUV is a Toyota RAV 4 with surf racks. It appears to be red or maroon.
The pedestrian is described as a Caucasian male wearing a light T-shirt and a backpack with black straps.
Police ask that anyone with information about this case call Lt. Mitchell Kanehailua at 961-2252. Tipsters who prefer to remain anonymous may call Crime Stoppers at 961-8300 in Hilo or 329-8181 in Kona. All Crime Stoppers information is kept confidential.
