Audit faults verification process of Guam health care eligibility

HAGATNA, Guam — An audit found it was hard to determine if the $67 million Guam spent to provide health care over five years for low-income residents was used properly.

The Office of Public Accountability said Thursday said the Department of Public Health and Social Services has a weak system to verify Medically Indigent Program recipients are eligible for benefits.

The audit says 37 of 38 MIP case files reviewed lacked documents to support $417,605 worth of benefits awarded.

It says without an adequate system of internal controls, the department would have trouble detecting errors or fraud.

The department agrees it hasn't fulfilled every verification procedure required by law, but says it has other ways to substantiate MIP applications.
