The Honolulu City Council voted 7-2 today to regulate tents/shopping carts in city parks.

Bill 7-10 requires park-goers to obtain permits before erecting tents. Bill 8-10 bans shopping carts.
Honolulu has had problems with tents and shopping carts in public parks as used by the homeless.
While the homeless may be affected by the bills, the city’s parks director has said the bills were designed primarily to ensure that parks are available to the public.
