State can't stall Felix responsibility
Protests by legislative leaders that court-mandated improvements to special education would be prohibitively expensive are toothless. The state long ago promised to bring special-education services up to standards.

Needle exchange saving money and saving lives
Needle-exchange programs are cost-effective and no-brainers. They have shown they are effective in slowing the spread of HIV, hepatitis and other infectious diseases, and also put drug users in contact with people who can offer counseling and treatment.
