City advised to pay $700,000 to settle harassment cases

City attorneys have recommended that the city approve paying nearly $700,000 to settle police outreach worker Sharon Black’s sexual harassment lawsuits against Honolulu Police Department officials.

The Honolulu City Council’s Policy Committee — which includes all nine Council members — is expected to discuss the matter in closed-door executive session at a meeting today, but not all council members are in favor of the settlement.

In 1997, the City Council rejected a $1.25 million settlement offer from Black. Then she turned down the council’s $500,000 counteroffer.

Black declined to comment yesterday on the latest proposed settlement, saying she is barred from speaking because of a court order.

Black, a civilian, charged that she was sexually harassed by former Assistant Police Chief Joseph Aveiro Jr. and that other high-ranking police officials failed to discipline him and made the situation worse by having her followed.

The case is scheduled to go to court in May.
