Excessiveness on Felix cannot replace neglect
What the federal court wants on the Felix Consent Decree and what every parent of every special-needs child deserves is a program that is fair, consistent and committed. Over-diagnosing and wasteful or excessive treatment are no more acceptable than neglect.
